The police department form a special unit of undercover cops whose identities are withheld from the brass, and are only accountable to the leader, a Lieutenant. While they try to bust the dealers, the Lieutenant tries to find out who gave the dealers the information about the bust. And he suspects that it's someone in the DEA.

Drug dealers are being killed by a vigilante. With a personality profile the Boys begin a door to door search for the killer. Larson begins to doubt the team's effectiveness while he attempts to get a gang-banger out of the life with out blowing his cover. Taking a leap of faith Larson breaks his cover in a act of faith to the gangster. On his own Larson goes after the vigilante, almost getting himself trapped. In a last ditch effort to get the vigilante Larson and the gang-banger put themselves in the snipers crosshairs. The trap works but the courts kick the sniper loose, who takes his revenge by killing the reformed gang-banger. He then takes Cruz and a drug dealer hostage threatening to blow them al up unless he get air time on TV and to perform a trail against the dealers and the cops.
