Grievously injured in the crash of an experimental aircraft, Colonel Steve Austin's shattered body is covertly rebuilt via the miracle of modern science known as bionics. Equipped with atomic-powered limbs that make him "better, stronger, faster" than the average mortal, Austin can now run at speeds exceeding 60 miles per hour, overturn cars with ease, and spot an encroaching enemy from over a mile away. Under the watchful eye of OSI director Oscar Goldman, Steve repays his debt to the taxpayers by taking on perilous missions of a highly classified nature.

When a sub is seen off the coast. It appears to be an old German U-Boat from World War II. A message is sent saying that unless their demands are met, they will kill thousands of people. They agree to a meeting and Steve is sent to meet with the person. The person claims that the sub has a cache of nerve gas which when released and depending on the wind will reach a populated area. Oscar decides to send Steve to get into the sub and to try and neutralize the threat. But Steve is captured and is shown the nerve gas.

Oscar devises a plan to send Steve Austin in his place and to ensure the assistant doesn't sound the alarm bells he is drugged and a fake car crash is set up. Steve trains as a neuroscientist - using his bionic powers he learns everything within a day.

But there's a test which is very grueling, if he passes he can enter. But the medicine man has other plans.
