Sgt. Wayne Jenkins gives a lecture to cadets, while investigators Erika Jensen and John Sieracki question Momodu Gondo about his connection to a known drug dealer. Attorney Nicole Steele looks into complaints against notorious cop Daniel Hersl. Then, after an overdose death in Hartford County, David McDougall tracks the source of the drugs to Baltimore.

Part Two
Jenkins learns stark truths about policing as a new officer. Meanwhile, Rayam opens up about the GTIF and Suiter is assigned to a new murder case.

Part Three
Despite numerous complaints, Hersl is placed on the task force. Further, Jensen monitors Gondo's calls while Jenkins brings Suiter along on a raid.

Part Four
Maurice Ward recounts how Jenkins remained unscathed despite a series of illegal incidents. Baltimore is rocked by the Freddie Gray protests.

Part Five
Jensen, Sieracki, and US Attorney Leo Wise prepare to charge the GTTF officers. Suiter feels community distrust as he works a homicide, sensing that his past is closing in on him. Steele and Davis seek support from the new mayor.

Part Six
Suiter is concerned about his grand jury subpoena after the GTTF arrests. Jenkins learns his GTTF cops are cooperating, as his crimes come to light. Davis battles over consent decree funding. Steele questions if the system can be reformed.
